     Those are horn wraps.  Since these cattle are roped at least twice a week, for roping practice, cowboys put these "cushions" around the horns.  It's kind of a figure 8 pattern with one loop under their neck to hold it in place.  This keeps them from getting rope burned.  You're seeing the "collar" part around the neck.
